General Information
01. Teyvat is a large city! Think like Tokyo or Los Angeles. 02. The city is split into factions where each mafia resides. 03. Citizens are still a part of the city, and characters may be civilians or not completely associated with the mafia.
04. There are many roles within the mafia but taking out leaders is hard and has yet to be one. 05. Mercenaries are around and can be associated with mafias or police forces (area dependent), but choose work wisely as not all can work for more than one area especially within a faction. 06. Please note any double agent characters

Mafias
THE MONDSTADT MAFIAVenti is the leader of the mafia, and works with the police force (the knights of favonius) who is technically corrupt as the mafia adds added protection against...something. They call it The Abyss, and rumors have created a conspiracy that Mondstadt's faction takes very seriously.
THE LIYUE MAFIAZhongli is the leader, with the adepti as part of the main mafia underground and out of the splotlight, while the Qixing (the police force under Ninnguang, a government official). The mafia being the main economy, are trying to slowly step away into the underground and let Ninnguang take things over to run the city with little to no mafia involvement, causing them to work together.
THE INAZUMA MAFIAEi is the leader of the mafia, with Kokomo/The resistance acting as the police force. Unlike the two above they are still actively against each other with the Inazuman mafia having a strict, tight; iron grip on their faction of the city.
THE SUMERU MAFIAAlhaitham is the acting leader of the mafia, which is the Akademiya, with Nahida as its' heiress. The forest rangers are detectives with the eremites being mercenaries able to be hired out by either side.
THE FONTAINE MAFIAFurina is the acting leader of the mafia, which is the court. The Fortress of Meropide is the corrupt police force working with the Fontaine Mafia and has been for quite some time, while Spina Di Rosula is the up and coming detective force trying to stand against the corruption.
NATLAN MAFIA UNKNOWN
THE SNEZHNAYAN MAFIAThe Tsaritsa acts as a leader with Pierro as her right hand man and the fatui being the mafia. No police or detective force is known.
THE ??? MAFIAThey're called many names and are extremely underground, seeming to not have a distinct place in the city. The largest and main city government police force, Celestia, is actively against them but considers them mostly wiped out minus a few tidbits. Nothing else is truly known.
